    In the past few years Hungary’s foreign policy has put a great emphasis in hydro diplomacy. Based on the high water management potential and knowledge, this provides a great opportunity that offers good reputation for the country in the long run, and could deliver economic success already in the short run.

    The VIZITERV Export Ltd. operates under the supervision of the General Directorate of Water Management and relies on its professional expertise. The company was called into being with the purpose of widening and strengthening the Hungarian role in the water management development of the partner countries – and at the same time providing a professional technical support for the international water policy objective of the government. This 100 % government owned enterprise primarily focuses on the fields of water management that are traditionally covered by governmental authorities in Hungary, therefore have so far been sparse on the Hungarian water industry export’s offer range.

    The main orientation of expertise is rooted in the geographic and climatic conditions of Hungary – a country located in the Carpathian Basin. Preparedness for the damaging water surplus and catastrophic shortages at the same time is a must here. Accordingly the activities of VIZITERV Export cover flood and excess water management, river training, water retention (reservoirs), agricultural water management – drought mitigation and local water distribution facilities. Experiences in monitoring systems, hydrodynamic modelling and database management provides us the proper knowledge for climate change adaptation and its practical implementation.

    The most important pillar of the VIZITERV Export is its supervisor, the General Directorate of Water Management and its 12 subsidiary regional directorates. The company makes use of all the professional potential and knowledge accumulated by these organizations. As the operating area of these regional directorates widely differs, the acquired expertise covers the management of flatlands and hilly areas, big lakes and rivers, cross border cooperation, big structures and facilities – practically all areas of integrated water management.

  • Scope of Activities

    The fields of activities of the VIZITERV Export are rooted in the responsibilities and knowledge of the Hungarian governmental water management organizations.

    Hungary is a country with special geographical and hydrological conditions - on a worldwide level (we live in the most closed basin of the globe, 97% of our surface water comes from abroad, ¼ of the country’s territory is endangered by floods, and more than half of it by excess water, all these with often experiencing droughts at the same time) therefore it has centuries of experience in handling the challenges of water management. Our water management system is outstanding regarding both organization, preparedness, assets, human resources. This is backed by a high level educational and training structure.

    Besides the protection against water damage we have also achieved great success in the fields of sustainable surface and subsurface water resource management. Hungary was the first country to develop a drought monitoring and forecast system that can directly support the conserving water usage in agriculture – a system which is already installed and operational.

    In accordance with the aforementioned the company focuses its design and consultation activities mainly on the fields of expertise:


    • multipurpose water management system development,
    • reservoir operation system development,
    • agricultural water service system development, irrigation facility planning,
    • drought risk assessment, drought monitoring system development, forecast method establishment,
    • flood risk assessment, danger and risk maps, elaboration of risk management plans, defensive organizational structure and management planning,
    • flood observing, early warning and forecast system development, planning, elaboration of flood forecast methods and models,
    • flood protection and river engineering facility design,
    • water management related trainings and education.

  • Projects, references

    The General Directorate of Water Management in cooperation with the Lower Tisza District Water Management Directorate and the University of Szeged, the company started to elaborate the Operative Drought and Water Scarcity Management System in 2015. The primary objective is to provide water scarcity data which has so far been unavailable, to establish the foundation of proper water scarcity management – based on well-defined alert levels – and to support water resource management. The aim of the project is the spatial expansion of soil wetness data – which is currently only provided by the water scarcity monitoring system in a discrete form – with the creation of a countrywide soil wetness measurement model.

    Field hydrological survey, hydrological modelling designation of potential location of micro hydropower plants flash flood risk evaluation, hydrogeological and flood protection training and writing of certain chapters of the feasibility study – all necessary for the implementation of the project which will be finished in the first half of 2021.
